"Charter Impact" Short-Term Financial Relief for Districts
The State does not have the option to provide districts with short-term financial relief for declining enrollment. Education Code Section 47661 requires that when districts fill out their enrollment data, charter school enrollment should be listed separately and included as district enrollment. As a result, charter students do not qualify districts for declining enrollment phase-outs.
