CCSA is issuing a new statement (November 20, 2014), as a result of confusion of our previously issued statement on the report issued by Public Advocates. We apologize in advance for any misunderstanding this caused.

To be clear, CCSA does not believe that it is legal nor is it appropriate for a student to be excluded from a school or a school activity because a parent failed to volunteer or to make a financial contribution to their school.

CCSA has extensive contact with the vast majority of charter schools and many charter school parents and other stakeholders and in our experience we are not familiar with any situation where a student has been excluded from a school or a school activity as the result of the parent's failure to volunteer at the school.

We will continue to issue guidance to our members to make their charter petitions and other foundational documents reflect the practices that are universal across the charter school sector in California.
