Xavier is CCSA’s Chief Lobbyist and leads the Government Affairs team, manages the contract lobbying team, and plans and directs all aspects of CCSA’s legislative policy and state budget agenda.
Prior to joining CCSA, Xavier served in multiple roles with AAA Northern California, Nevada & Utah, directing government affairs operations and overseeing a 7-state region. While at AAA, Xavier established the government affairs department, was elected DE&I chair, and served as Chief of Staff to the CEO. One of his proudest moments at AAA was his work to honor Ruby Bridges – the first African American child to integrate an all-white elementary school in the South – with a State Day of Recognition. In addition, Xavier has extensive legislative experience in the California State Senate and Assembly, working for, among others, former Assemblymember Tom Ammiano and former Senator Gil Cedillo, as well as other members of the Legislature. In addition, Xavier served in the district office of Assemblymember Dr. Bill Quirk, representing Xavier’s hometown of Fremont.
When Xavier is not advocating for students and charter schools, he spends time with his 2 dogs – Jackie O and Kennedy. With or without his dogs, you can find Xavier playing soccer or training in boxing. Xavier is a graduate of California State University, Sacramento.
